Special Act on the Promotion of Offshore Wind Power Development and Distribution

On February 27, 2025, the Special Act on the Promotion of Offshore Wind Power Distribution and Industry Development (the “Special Act”) passed the plenary session of the Korean National Assembly and will be phased in gradually starting from the one year anniversary of its promulgation (the “Promulgation Date”). Its promulgation marks a shift from the previous developer-led “open-door” model to a “one-stop shop” system, providing governmental bodies with the authority to lead efforts to obtain the required consents and designate certain zones for project development. Moreover, it seeks to overcome bureaucratic hurdles and uncertainty by consolidating and streamlining licensing and permitting procedures, catalyzing the Korean energy transition movement.
