Introduction
Hae Sik Park began his career as a judge with the Seoul District Court in 1989. Since then, he has served as a judge or presiding judge at various levels of Korean court including the Seoul District Court, the Dague District Court, the Seoul Southern District Court, the Seoul Administrative Court, the Supreme Court, the Bucheon Branch of the Incheon District Court.While serving as a law clerk (judge/presiding judge) at the Administration Group of the Supreme Court from 2002 to 2006, Mr. Park handled a number of antitrust cases involving the abuse of market dominance, unreasonable collaborative acts, unfair trade practices, subcontracting acts, large retail transactions, franchise transactions and labelling and advertising, and regulatory administration cases involving broadcasting and communication, pharmaceuticals, environment and energy, urban planning and redevelopment and reconstruction. Throughout those years, he made unparalleled contributions to the accumulation of Supreme Court precedents that now serve as important references for related cases.Furthermore, Mr. Park has published nearly 80 research papers including on administrative fines under the fair trade law and has authored three books including “Commentary on Civil Law” (as limited to the subject of lease) and “Retail Lease Litigation.” For such works, he has been widely recognized as both a judge and a researcher.Now, as an attorney specializing in antitrust and administrative regulations, Mr. Park is Korean companies’ most-favored attorney who has handled the highest-profile cases in the areas of antitrust and administrative regulation (in relation to broadcasting and communication, pharmaceuticals, environment and energy, intellectual property, etc.). He has also served, or currently serves, as an adjunct professor or visiting professor at the Judicial Research and Training Institute, Korea University, Yonsei University and Korean National Police University, and as a member of the Cartel Advisory Committee and the Subcontract Policy Committee of the Fair Trade Commission, a legal advisor for the Ministry of Health and Welfare and the Ministry of Culture, Sports, and Tourism, a member of the Policy Review Committee of the Korea Communications Commission, a member of the Central Administration Council, a member of the National Land Eminent Domain Committee of the Ministry of Land, Transport and Maritime Affairs, a legal advisor and legislative advisor of the Seoul Metropolitan Government, a member of the Korea Exchange Market Oversight Commission and a mediator of the Korean Commercial Arbitration Board.
